Ford Service Department Problem

Somebody at the dealer knows what's going on with your truck. I'd go visit the service manager or GM to get a real answer. Going there with a cool head usually gets a straight answer.
As for the loaner, I'm not sure there are rules on how to use them. A few years back, I had several during a 7 month stretch. I drove them for long road trips, car pooling to work, towed both my trailers. I also cleaned/washed it like my own.

OP - with a loaner truck you should not be worrying about getting your truck back. As stated above, the dealership is waiting on Ford to decide whether to replace or repair.
If you need to drive to the dealership, walk into the service department and talk directly to the service manager. If not satisfied go to the general manager.

I'm assuming your truck is covered by ESP or you just got lucky with a great dealership to give you a loaner. I'm sure they've gotten an answer from Ford but since you're in a loaner your truck is at the back of the line and they're using Ford as an excuse. If your truck is covered by ESP they will take as long as they can because they're getting paid rental fees for the loaner you're driving.
