Oil drain plug "tamper seal"?

I normally do my own oil changes but the dealer did the last one. I am currently waiting for the oil to drain. When I got the drain plug off I noticed this blue stuff on the drain plug and some on the oil pan. Kinda like the wax seal they put on liquor bottles. Was not there from the factory (I did the first oil change). Is this some sort of tamper seal the dealer put on?

Cobra is correct. We call it torque seal in aviation. Can be used to see if someone tampers with it of course, but it is mainly used to quickly tell if the bolt/nut has come loose at all. Can perform quick and dirty preflights this was without worriing about stuff coming loose without ur knowledge.
I use this on all my bikes too btw. Great piece of mind.
