I'd really be looking at your hscan wiring for sure. Forscan isn't going to see the TCU until its connected to the truck. If you have power to the TCU and you did say you did, the only other thing it can be is the networking. You have tried a couple of TCU's and none are seen.
Check the plugs and make sure the pins are fully inserted. Make sure they are in the proper slot, its easy to miss that. Check the wire colors for the hscan.

I went back and edited my post. I found that there were switched pins in my test port. Now I’m able to communicate with the TCU, I just have to find that magic as built data combo.

What is your TCU PID screen reading? Are you getting a cell signal and other info populating?

Make sure you use the as built data as it is for the TCU you have. Only change the first line or to. That B132 in the first line is the biggie. I have an Explorer TCU with the original asbuilt.

Looks like I am going to be dead in the water until I can find a known working TCU to try out. If anyone has one to sell let me know. They seems to have completely dried up on Ebay and I can't find a junk yard around here that has newer vehicles to save my life.

I'm able to write configurations to both the 2018 Ecosport and 2020 Explorer modules. Neither show any signal, but there's still weird stuff going on.

The 2018 Ecosport TCU gives an internal fault error code, and doesnt show country id, network id, and never says wait to authorize, but it shows voltage and key status

The 2020 Explorer TCU shows network and country ID, as well as the voltage, but doesnt show the correct ignition status.

Have you written proper F150 AsBuilt to both of them and cleared DTCs?

Mine does the same as your EcoSport TCU. Gives an internal fault error code, and doesnt show country id, network id, and never says wait to authorize, but it shows voltage and key status.

Since the ecosport was a non North American. Version I doubt the TCU will work with AT&T's cell network.

I know 2018 they started selling in NA but do you know for sure you have a NA TCU version?
