2. Does the about menu in SYNC3 have a line that says on board modem serial # or something to that affect. If it does...your saying its blank with the modem installed correct?
3. In detail tells us about your wiring...exactly what you are connected to, wire colors etc. Pics might be even better.
4. Tell us the exact changes in programming you made for both the APIM and Modem.

The most important thing is that the APIM see the serial # of the modem. That has to be established before further trouble-shooting is done.
Yes it came with sync 3 from the factory. It’s a 2016 king ranch.
Not 100% sure on APIM version. Think is going to be version 1. Software is 18093
i do have a line for onboard modem. In the vehicle settings. See attachment.
Can wiring is going from the tcu to the test port under the drivers side dash see attachment pin 1 on test port to pin 8 on the tcu. Pin 2 on the test port to pin 16 at the tcu.
For power I have pin 1 at tcu going to the bcm pin 16 connector c2280c which was empty prior to installing wiring for the tcu. Checked with volt meter and has battery voltage present. Have ground at pin 13 at tcu to the ground stud that was up and to the left of the tcu in the passenger rear install location. When watching the values for antenna signal and ect on Forscan for the tcu I can unplug the test port for can wiring and it the values will go blank and a message in Forscan comes ups stating loss of communication. So can wiring seems to be good.

Only change i made the the APIM is the change to a 9 on line

7D0-02-02: xxxx 9xxx xxxx
I have tried multiple as built values for the tcu from above post
the one that is in now is from what i8iridium

I have not been able to get the tcu authorization to change from waiting on authorization
have attempted setting 754-01-01: xxx3 xxxx xxxx
To 3. And it always stays at waiting for authorization.

So you have those Can wires twisted? They need to be. Not sure if it’ll affect your current issue, but it’ll sure prevent issues in the future.

They are twisted somewhat. Not a real tight twist on them though.

Here's the asbuilt from a 2020 escape, looks like the same amount of lines yours has. I'd go back to this config and see what happens.

They need to be twisted as mentioned. I see it say key pos off...is the ignition really off? Pinout sounds correct on the wiring. Programming on the APIM sounds right. How early of a 16 model is this?

I set set it back to the as built data as best as possible to what matched up. Up to 754-04-06 And everything after that I never changed anyway. Still not getting any esn to show up.

I will twist them more. And the ignition is on when it shows off. It doesn’t change with it on or off or running. Voltage will change with it running and signal strength will change. It was built date is 02/16

I just starting comparing this with the OP's photo's. This data is mostly different. Very reminiscent of the differences I was seeing between the Canadian and USA TCU's I had. Hopefully this will work.
