Considering I'm getting the same message on an install thato was working perfectly at one point, I don't think you have an issue with your programming. I don't have any way to confirm, but I think it's something on Ford's end and don't have high expectations that either of ours is going to work.
After my account got locked out for using a 3rd party app and I got it reinstated, I created a dummy account and attempted to activate again using the 3rd party app. It activated right away and I got confirmation in the truck, but that account also got locked out almost instantly by Ford before I was ever even able to fully test the functionality.
That’s what I was worried about. Frustrating because it’s such a better product/solution for remote start with a virtually unlimited range. My wife is going to be taking over as primary driver of the truck and I really wanted to get her set up with the app functions. Not to mention I spent the money on the harness and modem. Oh well. Still haven’t had time to get back to it. Maybe I’ll get lucky…probably not.
I tried reading back through some of the latest posts in this 4,200 post thread and if I'm understanding correctly, is retrofitting a Ford Connect Hotspot into a 2016 F150 now not working with their new app upgrade?
Or can this still be done? I'm considering adding a hotspot to my 2016 F150, but don't want to go the factory equipment route now if it's been blocked by Ford.

My 2016 still works as well and I have been able to delete and re-add in FordPass with no issues.
As long as the battery in my p6pro holds up hopefully I won't have to re- authorized another phone almost scared too lol it has worked so good since i got it working going on 1yr 1/2..

I downloaded factory As-Built to modem and change 754-01-01 D332 to D338. but the modem is in unprovision mode. I tried putting the modem in factory mode (D333) and back. But it didn’t help. What did I set wrong?

With what little info you have shared, here is what I have to offer.
Not sure what vehicle you’re trying to transplant the TCU into from the 21 Explorer but, doing this retrofit in the US requires a specific TCU. You must use a TCU with base part number 14G087 or 14G229 and re program the As Built data otherwise it won’t work. Not sure what the equivalent EU base part numbers would be.
I remember reading that you aren’t able to do a retrofit with a TCU that is newer then the 14G087 or 14G229 due to the closure of the “loophole” that can be exploited in these two versions of the TCU that allows you to successfully activate with the Ford servers.
A while back, some users reported they has success changing the first field of the 754-01-01 value to xx03 first > then xx00 > and finally back to xx32. They had issues getting the TCU out of unprovisioning mode and that helped them get it going.
