It was at this point in my setup that configuring Factory Mode (754-01-01: xx00 xxxx xxxx) and pairing everything again made it work.
After everything was paired and showed up on the iPhone side, I set the data back to whatever was there before.
When monitoring the Authorization Status PID, it'll go through several stages. If cell signal shows 255 it means the TCU is still rebooting.
Everything will then work as long as the other data is also configured correctly.

At what point did it start to work? Did you end up having to set it to Factory Mode to get the TCU to communicate right?
Am I correct to say it's safe to conclude single line TCU's won't work.

The process you described worked perfectly. Set it to factory- resubmitted truck in FordPass- set it back to original build data- set up in vehicle.
and yes, I’ll agree on that. Single line TCUs will not work.
