I thought there was some sort of a "filler" piece that some guys were having problems with I just read about the other day. Now I can't recall what it was.

OK John, here is the OEM hook. The rear most portion of it has that square cut out with the recessed notch that the rear bolt captures.... the front is the hole for that front bolt. The one hidden by the boot. And difficult to get to.
They both are 15mm
There was no lock tight on any of mine.
The conversion looks just like that.
You slide the rear notch into the rear bolt and then thread the front bolt into its hole.
You don't ever fully remove the rear bolt. It also keeps its captive nut in place as well as the captive nut for the front bolt. You do completely remove the front bolt.

Here is the boot after it was cut off. You can probably make out where I cut it. Now... I did see one video what the guy got this out intact on a 2015. However it appeared to me that his was more rubber and less hard plastic than this one is. But... I think it can be done. However... its really tucked in there and there are some nubs that keep it in place that make it difficult to remove. Almost ever other video I watched they just cut them. How likely is it that you will want to return it to exact OEM? And it cannot be used with the Rough Country shackle as the contour of the opening is completely different. And you can of course always buy new ones. We fussed with it a few minutes and quickly just said F it and cut it and we were done in no time. Really easy

Edit - OR - mask everything off and paint the hooks while they're installed and save the headaches of removing/re-installing everything

Might have been me trying to put my freshly painted OEM tow hooks back on without totally jacking up the paint while re-installing them. The boots will come down with enough force, and give you access to both bolts to remove the existing hooks. To re-install, pull the bumper off (1 bolt each on the backside L/R, 2 bolts each on the front L/R, disconnect your fog light bulbs and a plastic push pin on each side). Install the new/painted hooks (I wrapped mine with painter's tape first) and slide the boots on from the front, they'll kind of "snap" in place and stay put. Re-install bumper and enjoy your non scuffed up tow hooks
