Tailgate cable length

Tailgate cable length
Good evening all,
I have a 1993 F150 XLT I purchased as a garage find two years ago.
The tailgate has the black plastic “FORD” logo piece which is beginning to scuff from the tailgate rubbing the black plastic bumper pad when the tailgate is down.
I thought the tailgate cables were becoming stretched, so I went to AutoZone and purchased a new set. The new cables didn’t fix this issue and it continues to be scuffed each time I put down the tailgate. What am I doing wrong or are there shorter cables on the market?
Also does anyone know how I can restore the shine on this plastic, maybe with a polishing pad?

The bumpers are kinda mounted on slotted holes so they can be adjusted. So maybe the bumper is too high.
Take a look, if slotted holes, loosen them and move the bumper down.
Good Luck
