I think the FPDM is inside the cab, might be wrong. Could check tomorrow at work. I know all about them in the F-150, Super duties and Sport-Tracs. The later Expedition EL's melt the connector inside the pump, sometimes pop the maxi fuse.
Shorting the FPDM will only give battery voltage to the pump, same as 100% duty cycle. Pump will make full pressure 80+psi. All part of diagnosis on this system. No pump operation even with scan tool command. Jump the two big wires at the FPDM, should have max pressure with a good pump.

OK, according to my source, the Expy did not get the FPDM until 2005. I also show that there is a regulator on the fuel rail.

On another note, its been sitting for few hours now went out and cranked it, fired up almost instantly but still pressure drops to 0 with in 30secs after shutting it down. So the Fuel Injection Pressure Damper kinda helped a lil.
